I think of Cobra Commander more of an agent of chaos - destabilizing the world, just causing mayhem and destruction on a global scale, causing governments to collapse. Bad guys always have the best backstories and evil is the something that people can use to live vicariously. It's easy to identify with the good guys because most people ARE good guys.
