Probably Duke although he's no favorite of mine. He's not a huge part of my Joe-verse, but he's got that inviting smile and all-American boyscout feel to him. Heck, his original card art looks like a darn recruitment poster.

A triple shot of Scarlett, Lady Jaye and G.I. Jane with the tagline "WE Want YOU! ... to join blah blah blah" Tell me those three on a recruitment poster wouldn't increase enlistment.
