After looking at it some more I think all that is lacking is a bigger cobra insignia. Cobra was never timid when it came to advertising their presence!

I agree that Cobra does do things on the grand scale. Yet this base is to be a secret base. The finished render will probably have icebergs near with this base embedded between or within. Probably an iceshelf in the background. I could make this base semi-submerged... night scenes would be impressive.

But anyway, according to the dio, this will be a super secret Cobra R&D location.

I'm going to scale it down and see how that looks.
