Are the reputation buttons used to increase the reputation for the individual poster, or the individual thread?

I thought I could increase the person's reputation by pressing the button on that person's post, but I may be wrong. Please clarify.

You can add to a user's reputation on one of their posts, and leave a reason for it that they can see in their CP, but you only get a few "Reputation points" to spend. 5 at first, I think, and you recieve more the longer you're here and the more you post, so you can continue to spend them on quality posters.
