Default Tighter Head Sockets

What is the easiest method of making the head sockets tighter on the 25th Anniv/ROC figures? Also, I am customizing a ROC Eel using a ROC Flash head and helmet. The collar on the Eel's vest limits the movement of the head, does anyone think the vest would look alright without the collar?

I actually used some glue. Just a small dab and never let it fully set up. I would keep moving the head around the neck post every 10-15 minutes until the glue set up. Doesn't stick, but provides some additional mass in neck hole.

I'm not a 25th man, but I would imagine a small piece of adhesive tape over the ball should do the trick. I've used it many times to tighten loose knee joints and ARAH heads.
