Project VLA
So I was reading Gi Joe America's Elite #4 again, and they were modifiying the 27 VLA radars in New Mexico. I thought that would be a cool undertaking to make one.
Below is some progress shots.

The tower rotates 360 degrees and the dish pivots up and down.

The stock photo looks like one of the antennas at the VLA (Very Large Array) in New Mexico... Dig your custom set up, pretty original.
EDIT: And if I had been paying attention to your title, I'd have noticed that you call this thing the VLA

Updated Vla
Added more pictures to my project VLA.
1) I had to redo the main deck structure. I felt it was out of porportion to the monstrosity above.
2) Put a railing around it so techs don't fall from it.
3) Filled in the top sections so you don't see the ball or underside pivot hardware.
