It is actually a piece of "water plastic" for model trains. It is expensive at over $10 for a 12" x 7" piece, that small size limits your shots. I was looking at the fluorescent light covers at Home Depot a while back, the kind used with suspended ceilings. That looks like it would work real well and it is like 4' x 3' (thats foot NOT inch) for like $6. I think that would work alot better for larger shots.
I have used the WS melting water pellets many times in stationary dioramas, there again it is real expensive. Once you melt it and it cools it is permanent and looks realistic. For modular sets the plastic sheets work perfectly.
