Crystal Ball, mainly because of his inspiration. It's fitting the character is anti-American Military coz the inspiration of the figure is too.

DEep Six v1. If you could get the dive bellows to work, that was kind of cool, but otherwise he was a useless figure.

Croc Master, no matter how bad ass the guy may be, I just think he's a stupid looking figure

Killer WHALE, that thing had a lot to offer play-wise lots of nooks and crannies for figures and hidden places to put things
Battle Force 2000 set, the base thing was just weak.
