I remember being a young PFC in Bosnia and we got these after we had filled what seemed like a million sand bags. If I recall correctly (history lesson coming up) these were originally designed to help reduce erosion in Britain or Scotland possibly Ireland I don't remember. But they are a hell of a lot better than sand bags for larger areas.

yea i did some research on these after see them on the military channel as i had no idea what there where at first. i found that the hescro had a 101 uses if not more
one thing i did was to make sure the lid and the bottom where separate pieces. i figure that folks could do what your talk about put in actually sand in them.
