My understanding is that "TRON" was shot under blacklights for the live-action parts in the virtual world. That'll probably give you the effect you're looking for, though lighting might be tricky. I had a set of Testor's fluorescents when I was a kid. Pink and orange were as obnoxiously loud as you'd expect. I did vehicle headlights (e.g. Stinger) in yellow and they looked good, especially under a blacklight. But it was the '80s, and dayglow colors were everywhere. I don't know if you can still find paint like that. Around Halloween, you might find glow-in-the-dark paint (like the Night Force stickers), but that'll only be white/yellow in color. Keep us posted on your project; as a big TRON fan, I'm interested to see how it turns out.
