I think the director read the Rainbow Six book and wanted to base GI Joe off of it. If you ask me, its what GI Joe should have been to begin with, a global unit where they don't have to worry about "borders" and governments of other countries... ie NATO or UN with a SOCOM feel.

Actually because of fans reaction to that they changed it back to All American hero.
Snake Eyes is no longer french either. And they are based in the Pit as you can see from the trailer. (I don't believe that's located in Brussels either)
