This is correct.
If you're not making money off it, all is good. Also, if you change it more than 60%, all is even better, and you can make money off it. The only catch is if you use it to defame the original artist, like if I took Hasbro photos of Joes and Photoshopped them doing something lewd. then I could get in trouble. (unless I could say it was parody).
