I wouldn't really say that, as a lot of important things happen. Almost every sub-plots in this comic lead to future -and some of them important- other archs: first, the future of Billy; second, the future promotion of Hawk (and his return no action after a bunch of issues); third: the quest of the Soft Master; and fourth, all the story about the past in Vietnam with Wade, Snake-eyes and Stalker. By the way, two and three are kind of a preparatory to the Cobra Islan plot.
