I rather like the Devils Due version where it was in a mountain. I rely on that concept when doing my dios. Cobra on the other hand, I never specified a main HQ. They have a ton of outposts and installations. Tho in DDM, I AM trying to specify that they DO have an HQ but I haven't delved into it yet.
